まあポスターにも大きく顔が載ってるしもはや秘密でも何でもないが、この「Citizenfour」こそがNSAの元職員だったエドワード・スノーデンであり、NSAが秘密裏にアメリカ国民および外国の一般市民のあらゆる通信内容や情報を裏で傍受しているという事実が、彼の証言によってポイトラスのカメラの前で明かされていく。
物事はすべてリニアな時系列に沿って展開されていき、謎のメールを受け取ってから、香港でスノーデンに会うまでの展開はまるでスパイ映画のよう（彼が指示する出会い方も映画めいている）。そして彼の証言をもとにグリーンウォルドがニュースをすっぱ抜き、それがまたたく間に世界に広がり、アメリカ政府やマスコミがスノーデンを狙って香港にやってくるものの、うまく国外に逃れた彼は結局のところロシアに落ち着くことになる。映画の終盤（つまりごく最近の時点）では話の内容があまりにもヤバくて口に出せないということでスノーデンとグリーンウォルドが「筆談」を続ける映像が流されるのだが、それが逆に物事の生々しさを伝えている。
そして話のなかで顕著なのが、スノーデンの圧倒的な落ち着き方。自分が公表する内容がどれだけ衝撃的であり、それが自分や自分の身内、およびグリーンウォルドたちの生活にどれだけ影響を与えるかを十分に承知したうえで、冷静に、ときにはユーモアを交えてNSAやアメリカ政府の行いを語っていく。自分はメディアに慣れていないと言いつつも言葉遣いがえらく流暢で、活動家のような血気盛んな意気込みとか、逆に自分の行動に対する不安のようなものが皆無だったのが印象的だったな。彼の話が世界的なニュースになっているのをホテルのテレビで観てもまったく動じないわけだが、アメリカに残してきた彼女のことは心配してたし、終盤にはさすがに疲れたような顔をしてたけど。あとホテルの火災報知器が誤作動してベルが鳴ったときに皆が身構えるのもリアルで面白かったです。
ニュースが公表されたあとにホテルの部屋へマスコミからの電話が相次ぎ、自分の身元が割れたことを悟ったスノーデンはアメリカ政府の手を逃れて国外への脱出を試みるが、香港の人権弁護士が即座にやって来て手助けをし、彼の保護のために国境を超えて弁護士たちがミーティングを行ない、さらにイギリスのエクアドル大使館からウィキリークスのジュリアン・アサンジが手助けをするという、そこらへんの一連の流れがとにかくカッコ良いのよ。これが日本だったら法律を無視して政府に連行され、アメリカに引き渡されてたんじゃないかと考えてしまう。
スノーデンが公表した事実によってアメリカの保安が危険に晒されることになったという意見ももちろんあるようだし、彼を国家への反逆者だと見なしている人も相当いるようだけど、自分たちに黙って政府が何をやっているのか、アメリカ市民だけでなく世界中の人々はやはり知っておいた方が良いと思うけどね。「最近の電話は受話器を外しておいても政府が自由に会話を録音できてしまうんだ」とスノーデンが説明しながらホテルの電話の回線を抜いてる姿を見ると、日頃普通に使ってる携帯電話やパソコンもすごく怖いものに見えてきますね。
