現在放送されているシットコムのなかではダントツに面白いシリーズ。その斬新なストーリーテリングの手法により、もはや従来のシットコムの枠を飛び出したと言ってもいいくらいの傑作になっている。 物語の中心となるのは、カルフォルニアに住むブルース一家。家長であるジョージが営む不動産企業の収入により一家は気楽な暮らしを送っていたものの、ある日汚職の容疑でジョージが逮捕され、一家の資産は凍結されてしまう。おかげで今までろくに働いたこともない一家の面々は大混乱に陥ってしまい、家族のなかで唯一の常識人である次男のマイケル（ジェイソン・ベイトマン）はどうにか家業を復興させようと努力するが…というのがシリーズの大まかな設定。
とにかくこの家族が一癖も二癖もある連中ばかりで、刑務所の中から自己啓蒙のビデオを発売する父親や見栄っ張りの母親をはじめ、売れない手品師でセグウェイを乗り回す長男ジョブや、過保護に育てられたために人前ではパニックを起こす三男バスター、マイケルの双子の妹でチャリティ運動に生半可に手を出すリンゼー（「アリーmyラブ」のポーシャ・デ・ロッシ）、リンゼーのマヌケな夫のトバイアス、リンゼーとトバイアスの娘でおませなメイビー、マイケルの息子でいとこのメイビーに恋心を抱くジョージ・マイケルたちが巻き起こす騒動がとにかく抱腹絶倒ものなのだ。また準レギュラーとしてヘンリー・ウィンクラーやライザ・ミネリが登場したり、ベン・スティラーやヘザー・グラハムといった豪華な面々もゲスト出演をして話に華を添えている。そしてプロデューサーでもあるロン・ハワードが飄々としたナレーションを担当して、それなりにややこしいストーリーをうまく取りまとめている。
疑似ドキュメンタリーの手法を使い、ラフトラックもないまま進行中のストーリーに過去の「記録映像」がいろいろ挿入され、ナレーションとテロップも使って細かいシュールなネタがこれでもかといわんばかりにバンバン視聴者に投げられるさまは、まるで黄金期の「シンプソンズ」（第６シーズンあたり）を観ているよう。「シンプソンズ」がアニメでやれたことを、実写で行っているのには感心せずにいられない。製作者のインタビューによると、「従来のシットコムはシーン数が８つくらいで、「サインフェルド」の約30シーンというのは革命的だった。でも「ARRESTED DEVELOPMENT」は60シーンくらい使ってる」だとか。それに他のシットコムが触れない時事ネタも平気で使い、イラクでの捕虜虐待なんかも風刺してしまってるのが立派。第２シーズンではジョージの双子の弟が登場したり、バスターが片手をオットセイに噛み切られたりと、ストーリーがさらに暴走していったのが面白いのなんのって。
その練り込まれた脚本が批評家に受け、第１シーズンにしてエミー賞を獲得するという快挙を遂げたものの、従来のコメディ番組とは違い過ぎるスタイルと、それまでのエピソードを観てないと十分に話が理解できないことが災いして視聴率は決して高くない。おかげで打ち切りのウワサが常に絶えないシリーズだけど、このたび無事に第３シーズンの製作が決定された。次シーズンはどこまで話が無茶苦茶になるのか、今から待ち遠しい。
